Referees — Roles and Requirements

Purpose
This Standard Operating Procedure establishes the BCMA Association Standard for referees officiating in competitions. It ensures consistent, fair and safe conduct of contests in alignment with the requirements of the British Columbia Athletic Commission.
Scope
Applies to all referees officiating at BCMA sanctioned and non-sanctioned competitions, including officials, athletes, promoters, volunteers and member clubs.
Definitions
Referee: The official responsible for controlling the contest, ensuring athlete safety and enforcing the rules. Chief Official: The official responsible for the overall management and supervision of the contest. BCAC: British Columbia Athletic Commission.
Policy Statement
BCMA supports and aligns its officiating procedures with the BC Athletic Commission. Where any inconsistency exists, BC Athletic Commission requirements take precedence.
Roles and Responsibilities
• Chief Official: Assigns referees, oversees conduct of the contest and ensures compliance with BCAC rules. • Referees: Conduct contests fairly, enforce the rules, protect athlete safety and maintain control of the ring or competition area. • Judges: Support the referee by scoring the contest in accordance with BCAC rules. • Promoters: Provide qualified referees and a safe competition environment that meets BCAC standards. • Member Clubs: Support professionalism, respect and compliance with all officiating standards.
Procedures — Referees
7.1 Referee Requirements • Referees must be BC Athletic Commission licensed. • Maintain current certification and knowledge of BCAC rules and regulations. • Conduct themselves in a professional and impartial manner at all times. 7.2 Before the Contest • Arrive on time and check in with the Chief Official. • Inspect the competition area and equipment. • Meet with the judges to confirm communication signals and scoring procedures. • Ensure both athletes are properly equipped and ready to compete. 7.3 During the Contest • Control the contest from the center of the area. • Ensure athlete safety at all times. • Enforce the rules consistently and fairly. • Use clear commands and hand signals. • Break and reset the action when required. 7.4 Stopping the Contest • Stop the contest immediately if an athlete is in danger. • Consult with ringside physician if necessary. • Follow BCAC rules for knockdowns, injuries and inability to continue. 7.5 After the Contest • Announce the result as directed by the Chief Official. • Ensure athletes return to their corners safely. • Complete any required reports if requested.
Compliance
Failure to follow this SOP or BC Athletic Commission rules may result in removal from the event, disqualification, or other disciplinary action as determined by the Chief Official and in accordance with BCAC regulations.
